Abstract: 

Wastewater planning management is a complex problem involving agricultural, rural and industrial interests. In countries facing rapid population growth, identifying methods that can allow them to take good decisions among several competitive alternatives is of utmost importance. The purpose of this paper is to present a methodology for a wastewater planning management system using a Multi-criterion Decision-making (MCDM) method based on utility function. It allows one to take into account a multiple conflicting multi criterion context in terms of objective specification, criteria, criterion scales and construction of a payoff matrix that consists of the alternative versus criteria array. These objectives deal with groundwater protection, effluent quality, wastewater reuse, system reliability and resources needed. A number of wastewater treatment techniques are presented as alternative action plans from which the most satisfying alternative is to be chosen. In order to select on appropriate management scheme, we propose to use the UTA (Utility Additive) method. This method is interactive and permits the decision maker (DM) to select the best solution according to his viewpoint . The UTA method proceeds in two steps: the assessment of optimal utility using piecewise linear programming techniques and sensitive analysis using a post - optimal procedure. An application of UTA method in wastewater planning management system is presented for the first time and some extensions of the method are discussed.

Abstract: 

Suburban passenger terminals locating processes used in most cities indicates that methods used as non-scientific and based only on expert opinion. In this paper, a mathematical model which has been developed by the authors of this paper was applied to locate suburban terminals in Tehran.First, the most important criterias in locating terminals were identified by interviewing the experts and specialists and also by completing questionnaires. To excequte this model) which is a large scale programme (, the Branch and Bank method was used on Trans CAD software. Based on the results of implementing this model, four places in Tehran were identified in order to build the terminals and analysis of technical and economic evaluation of the results have been carried out shows positive results. In this paper a comparison between the results of the proposed model in this study and the existed model in the master plan of transport and traffic of Tehran was made. The model of master plan suggests 14 locations to construct the terminal, while, proposed our model shows that construction of more than 4 terminals may not be economically justify. Considering the significant differences in functional status, the proposed method in this study clearly verifies as an effective and efficient method to locate terminal.

Abstract: 

A major competitive advantage of production and service systems is establishing a proper maintenance policy. Therefore, maintenance managers should make maintenance decisions that best fit their systems. Multi-criterion decision-making methods can take into account a number of aspects associated with the competitiveness factors of a system. This paper presents a multi-criterion decision-aided maintenance model with three criteria that have more influence on decision making: reliability, maintenance cost, and maintenance downtime. The Bayesian approach has been applied to confront maintenance failure data shortage. Therefore, the model seeks to make the best compromise between these three criteria and establish replacement intervals using Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE II), integrating the Bayesian approach with regard to the preference of the decision maker to the problem. Finally, using a numerical application, the model has been illustrated, and for a visual realization and an illustrative sensitivity analysis, PROMETHEE GAIA (the visual interactive module) has been used. Use of PROMETHEE II and PROMETHEE GAIA has been made with Decision Lab software. A sensitivity analysis has been made to verify the robustness of certain parameters of the model.

Abstract: 

Using full duplex communication systems called FD, is a new technique for increasing the spectral efficiency. That`s why it has been considered seriously in the new generation of communication systems. The main challenge of the full-duplex system is the self-interference, which has to be decreased properly. In this paper, we consider a full-duplex cellular network base station and using the antenna selection technique to reduce its self-interference issue. For appropriate antenna selection, we present a new criterion. In this new criterion, antenna selection has been modeled and solved as a multi-objective optimization problem. In this new criterion, antennas which simultaneously minimizes interference channel gain and maximizes uplink (UL) and downlink (DL) channel gains are selected for transmission and reception. Since the goal of the base station is a good performance in both the UL and DL channels and reduction of the self-interference simultaneously, the multi-objective criterion has a better performance when compared to single-objective criteria. In the common single-objective criteria, only the UL and DL channels or interference channel is considered. Finally, simulation results show that the new criterion has more throughput rate than the other single-objective antenna selection technique in the full duplex systems.

Abstract: 

Organizational performance is one of the controversial and important issues which has always preoccupied the managers of different sectors. Different views have been presented on the evaluation of organizational performance and the related variables studied in this regard. Several models and dimensions have been identified within the past decades and have sometimes been executed in different organizations. The aim of this paper is to determine a local and multi-criterion model for the evaluation of the public organizations. Therefore, after reviewing the literature, the factors to be studied were categorized as the intra-and extra-organizational dimensions, and with the use of statistical techniques such as one-factor variance analysis and Tookibi test, they were analyzed within the statistical population of 170 people. The results showed that in the intra-organizational dimension, the most important factor affecting the organizational performance is the role of leadership and in the extra organizational dimension; the most effective factor is programming and applying social-Islamic values in Iran.

Abstract: 

Intense migration of villagers to cities, fast growth of city population, and irregular skeletal extension of cities, joining near villages to cities and spiral phenomenon and financial and technological inability in offering services in recent decades had led to problems and difficulties in cities namely unfair distribution of civil services especially medical services. Nowadays, health care and medical services is seen as one of civic substructures through development. Increasing population of civic regions has increased public services demands especially medical services and necessity of its fair distribution upon different environmental, social, economic and skeletal criterions. Therefore, positioning has an important role in inexhaustible development. In this paper we use Geographical Information System (GIS) and Multi Criterion Decision Making (MCDM) analysis to analyze spatial distribution and positioning of medical services in Miandoaab city.

Abstract: 

Introduction: Statistical Report of the Social Security Organization indicates that among the various industries, the construction industry has the highest number of work-related accidents; so that in addition to frequency, it has high intensity, as well. On the other hand, a large number of human resources are working in this whish shows they necessity for paying special attention to these workers. Therefore, risk assessment of the safety in the construction industry is an effective step in this regard. In this study, a method for ranking safety risks in conditions of low number of samples and uncertainty is presented, using gray multi-criterion decision-making.Material and Method: In this study, we first identified the factors affecting the occurrence of hazards in the construction industry. Then, appropriate for ranking the risks were determined and the problem was defined as a multi-criterion decision-making. In order to weight the criteria and to evaluate alternatives based on each criterion, gray numbers were used. In the last stage, the problem was solved using the gray possibility degree.Result: The results show that the method of gray multi-criterion decision-making is an effective method for ranking risks in situations of low samples compared with other methods of MCDM.Conclusion: The proposed method is preferred to fuzzy methods and statistics in uncertain and low sample size, due to simple calculations and no need to define the membership function.
